Summary

After fix(ci): unnest deepseek-ci review-comment trigger #980 merged to feat/gh-actions/deepseek-integrates-itself (b26b4cdd), push still recorded filename failures with zero jobs: deepseek-ci run 36955142645 and agent-jules-on-issues run 36955140913.
runner.temp in job env is the known zero-job class (swe-reference run 36913433964). Cache path is now /tmp/.deepseek-cache.
agent-jules-on-issues.yml on this branch had drifted from master and still failed as a filename with zero jobs. This restores the master workflow.

Not a master promote

Base is the feature branch. Do not merge this branch to master from this PR.

deepseek-ci.yml still failed with zero jobs on b26b4cd after the unnest merge because job env referenced runner.temp. Use a concrete cache path. Restore agent-jules-on-issues.yml from master so push does not evaluate the drifted workflow that produced run 36955140913.
