Follow-up hardening for the merged Ratatui/Tokio dashboard.

The existing fix samples throughput once per stream batch, but its batch boundary depended on the final stream ID arriving last. This change tracks the six stream IDs with a bitmask and samples exactly once when all six have arrived, regardless of event order.

Adds a shuffled-arrival regression test.

Interactive fallback: the repository already has a Rust-enabled GitHub Codespaces devcontainer, so Sprites/Fly is not required for this work.
