Optimized scripts/model_performance_index.py for single-pass metric accumulation and fast p95 percentile calculation, reducing processing time by >50%. Added unit test coverage in tests/test_model_performance_index.py.

- Deduplicate JSON stream entries on-the-fly during sys.stdin reading.
- Aggregate model group metrics in a single linear pass instead of multi-pass list comprehensions.
- Use in-place sorting and fast O(1) rank indexing for p95 latency.
- Add unit test suite in tests/test_model_performance_index.py.
