Summary
This PR is the single bounded successor selected from the current Linguist, Grimiore, and A2A reconciliation. It supplies a deterministic, non-executing CEDRlang canonical-record codec and strict local A2A-envelope validation without importing the scope, conflicts, or workflow drift of Jules PRs #154 and #177.
Status: 🟡 conditional — ready for independent review; not merge-ready while inherited registry and external-check failures remain unresolved.
Disposition: Operator requested formal review after live reconciliation. PR #275 is the only integration candidate; #154 and #177 remain evidence/history roots, not merge sources.
