Workers skipped every PR whose checks were running and claimed new issues
instead, so open PRs piled up (15 in flight) and each one raised the odds
of conflicts.

  • Stop starting new issues once -MaxOpenPrs (default 8) unparked loop PRs
are open. Existing PRs, stranded branches and stale claims still run.
  • Treat a PR with unresolved review threads, or a changes-requested review
newer than the last push and the loop's last reply, as actionable even
while its checks run, and give it full effort instead of the light
    merge-gate effort.

Summary by CodeRabbit

  • New Features
    • Added a configurable limit on open, unparked loop pull requests. When the limit is reached, new issue candidates are held; existing pull requests and other candidate types remain eligible. Set the limit to zero to disable it.
    • Pull requests with pending checks can still be surfaced when they have unresolved conflicts or review feedback that needs attention. Answered, stale, or comment-only feedback does not trigger this behavior.

Walkthrough

The loop now considers unresolved review threads and sufficiently new changes-requested reviews when selecting PRs with pending checks. It also adds a configurable limit on open, unparked PRs that holds new issue candidates while leaving existing PR work eligible.

Changes: Issue and PR loop

Layer / File(s) Summary
PR feedback and candidate selection
scripts/Start-IssuePrLoop.ps1, scripts/Test-IssuePrLoop.ps1
The loop retrieves PR activity and keeps pending-check PRs eligible when they have conflicts or actionable review feedback. Tests cover unresolved threads, review timing, and feedback that does not make a PR actionable.
Open-PR limit and issue accounting
scripts/Start-IssuePrLoop.ps1, scripts/Test-IssuePrLoop.ps1
The script adds -MaxOpenPrs with a default of 8, a valid range of 0–1000, and 0 as unlimited. At the positive limit, the loop holds new issue candidates and counts them in issue-wip. Tests cover parked PRs and the unlimited setting.

The new open-PR limit can be bypassed by unclaimed parent issues, so the loop may still start new implementation work when it should be finishing existing PRs. Apply the limit to the parent-issue paths before merging.

Explanation

The title "feat(scripts): finish open loop PRs before starting new issues" matches the main change. The PR adds a -MaxOpenPrs limit (default 8, 0 disables it). When the count of open, unparked loop PRs reaches the limit, the loop holds new issue candidates. Existing PRs keep running. The title is short, single-sentence, and specific. It does not cover the secondary change to pending-check PR handling, which is acceptable.

Full details: Docstring Coverage

Explanation

No eligible functions found in the changed files. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 0 functions across 0 files. (2 skipped: 2 unsupported.)

P2 Badge Paginate review threads before deciding feedback is absent

For a PR with more than 100 review threads, this query silently omits the remaining threads, and only the outer PR connection is paginated. If the returned threads are resolved but an omitted thread is unresolved, Test-HasNewFeedback incorrectly returns false unless there is also a qualifying changes-requested review. Consequently, Get-Candidates skips that PR while checks run and may classify it as a light merge-gate unit afterward, defeating the new feedback prioritization. Paginate the review-thread connection before computing UnresolvedThreads.

Review

The change does what the description says: it caps new issues at -MaxOpenPrs, and it treats unresolved threads or a newer changes-requested review as actionable while checks run. The tests cover the main branches: parked PRs are excluded from the limit, a zero limit means no limit, and a reply from the loop clears the feedback. I read the diff and did not run the tests.

Points to consider:

  1. Unresolved threads are capped at 100 per PR, and PRs at 100 per page. reviewThreads(first: 100) is not paginated. A PR with more than 100 threads still shows unresolved ones only if they fall in the first 100, so resolved threads could hide later unresolved ones. This is unlikely but silent. Ordering the query or paging would remove the gap. Alternatively, add totalCount and treat an overflow as 'has feedback'.

  2. Thread resolution depends on the units resolving threads. UnresolvedThreads -gt 0 is the signal. If a unit pushes back with a reply but leaves the thread open, the PR is picked as actionable on every survey while checks run. The per-item deferral fingerprint (Get-PrFingerprint) may not include thread state, so a deferral could stay in effect even though the thread count changed. Consider adding the unresolved-thread count to the fingerprint. That way a new thread wakes a deferred PR, and an unchanged one doesn't loop.

  3. Reviews are matched by comparing review.author.login with $Pr.author.login. This works when the loop and the PR author are the same account, which the --author '@me' filter implies. Fine, but the assumption is worth a comment.

  4. $inFlight counts every PR without an excluded label. That includes draft PRs and PRs with running checks, which looks intended given 'unparked'. The usage text and header say 'open and not parked'; this matches.

  5. Small: the header comment has grown very long lines. Wrapping them would help readability.

Overall this is a sensible change. Points 1 and 2 are the only ones with a realistic failure mode, and neither blocks the merge.

[Medium impact] The PR changes which work the repository's issue/PR loop selects next.

Fix the parent-issue limit bypass and reopened-thread deferrals before merging.

Summary

Adds -MaxOpenPrs and lets workers address review feedback while checks run.

  • Ordinary issue starts pause when open PRs reach the set limit.
  • PRs with fresh review feedback get worked while checks are still running.

P1 Parent issues bypass the limit

Both parent branches return candidates before this check, even when the parent has no claim or existing branch. Their prompts allow implementing remaining work, so workers can still start untouched issues and open new PRs at the limit. Apply the limit to unclaimed parent implementations too, while preserving recovery of existing work.

P1 Reopened threads still wait

Reopening a resolved thread makes Test-HasNewFeedback return true, but Get-PrFingerprint contains no thread state. If the PR already has a waiting deferral and nothing else changes, Select-Item skips the new candidate until CI finishes or the deferral expires. Include thread state in both the survey and post-unit fingerprints so reopening a thread wakes the worker.

$query = 'query($owner: String!, $name: String!, $cursor: String) { repository(owner: $owner, name: $name) { ' +

P2 Later review threads are missed

Get-PrActivity reads only the first 100 review threads. If those are resolved and a later thread remains open, UnresolvedThreads becomes zero. A pending PR with a comment-only review is then skipped despite having feedback to address. Read every page of reviewThreads, as Assert-PrGreen.ps1 already does, and add a test with an unresolved thread on the second page.

Major · Functional Correctness · Quick win

Apply the PR limit before unclaimed parent-issue work.

At the limit, an unclaimed parent issue can still enter the queue through Line 620 or Line 635. Both paths can instruct an agent to implement work and open another PR. Keep stale claims and stranded branches eligible, but apply the limit to parent issues before either implementation path.

Move or apply the atPrLimit check before either parent-issue path can queue
implementation work, so parent issues cannot trigger another PR when the limit
is reached. Keep stale claims and stranded branches eligible, and preserve the
existing issue-wip accounting for skipped work.
