Code Review: actions/download-artifact v7 → v8

This is a straightforward Renovate bot dependency update. The changes look correct and safe to merge.

What's changing in v8

Based on the v8 release notes, the key changes are:

  1. Direct downloads (behavioral change): The action no longer auto-unzips all downloaded files. It now checks the Content-Type header and only decompresses zipped content. Non-zipped files are passed through as-is. There is also a new skip-decompress parameter.

  2. Enforced digest checks (breaking security improvement): Hash mismatch behavior changes from logging a warning to failing the workflow (error is now the default). This is a positive security change.

  3. ESM upgrade: Internal package upgrade to ESM.

The v8 decompression change is only relevant when artifacts are uploaded via "direct upload" (a feature introduced in newer upload-artifact versions). Since the upload side is still on v6, artifacts will continue to be stored as compressed zip files and v8's download will decompress them correctly.
