feat(gateway): route on tool_choice support - #3519
Conversation
CanopyWave's DeepSeek V4 Pro/Flash deployments reject tool_choice "required" and named functions with "Thinking mode does not support this tool_choice" while thinking is on, so both mappings coerce them to "auto". CanopyWave confirmed (and a live probe verifies) that both modes work once thinking is disabled, so requests sending reasoning_effort "none" no longer get downgraded. Adds supportedToolChoicesWithThinkingDisabled to the provider mapping type: extra tool_choice modes that only apply to thinking-disabled requests.

WalkthroughThe change adds conditional tool-choice metadata, shared support checks, provider-aware routing, session-pin compatibility checks, routing telemetry, and tests. Disabled reasoning enables additional tool-choice modes for selected mappings. ChangesTool-choice support and routing
Estimated code review effort: 4 (Complex) | ~45 minutes Merge Risk: ⚪ Minimal · up to The PR improves routing for forced tool choices while preserving fallback behavior; a minor test-selection mismatch could exercise a mapping that runtime routing would exclude, but no actionable merge-blocking risk remains after normal review. Routing ignored a mapping's supportedToolChoices, so a request forcing tool use could land on a provider that cannot honour it and get silently downgraded to "auto" — with another provider of the same model able to serve it verbatim. Auto routing now drops mappings that would have to downgrade the requested tool_choice (a new "tool_choice" routing-exclusion reason), since it can pick a different model. For a pinned model the constraint is a preference instead: candidates narrow to the capable mappings only when at least one exists, so a request that works today never turns into a 400. Both paths and prepareRequestBody share mappingSupportsToolChoice, including the thinking-disabled widening, so routing can't elect a mapping for a capability the request builder then strips. The helper deliberately ignores supportedParameters: those lists are not exhaustive (74 mappings omit tool_choice while honouring it, GPT-5.x among them).

Problem
CanopyWave's DeepSeek V4 Pro and Flash deployments reject forced
tool_choicemodes while thinking is enabled, but acceptrequiredand named-function choices when requests setreasoning_effort: "none". The catalogue could not express that conditional capability, so the gateway always downgraded those requests toauto.Routing also ignored whether a mapping could preserve the requested tool choice, even when another mapping could honor it.
