PATCH bump (backmerge of release-qvac-lib-infer-base-0.4.1 onto main). Reapplies the version bump (0.4.0 -> 0.4.1) and changelog entry from the release branch. Branch is rebased onto latest main to clear BEHIND. @qvac/infer-base@0.4.1 is already published to npm via the GPR PR (tetherto#1777). This backmerge brings main's metadata in sync. Refs: tetherto#1761, tetherto#1777
