🎯 What problem does this PR solve?

• NOTICE file for qvac-lib-infer-llamacpp-llm was outdated (missing new models, stale dependency versions)
• README had broken links to LoRA finetuning examples (pointed to examples/ instead of examples/finetune/)

📝 How does it solve it?

• Regenerated NOTICE with latest model attributions (added gpt-oss-120b, LightOnOCR, AfriqueGemma, bitnet models) and updated JS/Python dependency versions
• Fixed LoRA finetuning example paths to ./examples/finetune/
