Environment variable "testcontainers_host_override" is missing

Describe the bug

In Java and Dotnet, the variable "TESTCONTAINERS_HOST_OVERRIDE" exists to manually specify the testcontainer host IP. This is required for rootless docker in docker.

RHEL8 with Rootless Docker
