tesla-control: Fix wakeup over BLE

The wake command requires authentication over BLE, but not over Fleet API. This commit adds special logic to tesla-control to handle this.

Any chance of this fix being merged soon?
I have been patching manually, but I've found this fix crucial to enabling wake before charge, in my BLE charge controller application.
