Support bottlerocket in node groups

Currently when ami_type = "BOTTLEROCKET_x86_64 is passed, the bootstrapping process is not successfully completed due to the lack of toml config for the given ami type

Describe the solution you'd like.

Support bottlerocket_* for node groups.
