feat: Add configure_at_launch option for volume block

Description

The configure_at_launch option is missing for volume configuration.

Motivation and Context

It adds the option to configure the volume at launch.

No, it requires bumping the min supported provider version from 4.x to 5.x which constitutes a breaking change
