Remove libsoup as it's unmaintained and contains known vulnerabilities. The declared dependency from `inkscape` was outdated. Note that the `libsoup3` package remains as a newer version.

libmateweatheruse a patch from gentoo (https://github.com/gentoo/gentoo/blob/master/dev-libs/libmateweather/files/libmateweather-1.28.1-libsoup3.patch). Several distros have backported the update: mate-desktop/libmateweather#133Note that the
libsoup3package remains as a newer version.
