Does this keep Rust 1.81 working with LLVM 19 in a local build? Looks like it just disables some tests...

I personally build with LLVM 19 and confirmed working.
Unfortunately CI is too small to build both LLVM and Rust together unless I disable a number of targets in Rust.

OK, I will update the llvm-config script for our CI then merge LLVM 19, after which this can be merged. Thanks for fixing this.
