Problem description

For efficient implementation of Flux.1 and other diffusion models, a new unitary TT-NN operation is required. The operation should treat neighboring tensor elements as complex numbers and rotate them by 90 degrees in the complex plane.

What's changed

This is a preliminary PR implementing the function described in the ticket. The PR was created to gather feedback about the implementation. Tests are still missing.
