docs: name the org scope in the runner fleet rollout commands - #1264

The fleet moved to org scope (2e2), but the rollout commands in CMUX_MINI_RUNNER.md and the glaeda-runner-change skill still ran glaeda-cmux-runner-fleet --apply without --org. That asks for the repository scope, meets each runner's org-scope receipt and refuses every instance before changing anything (cmux13s, 2026-09-25). The fleet runners are registered at org scope (
