SC_PUBLIC_TCL_HEADER macro in tcl.m4 is much more robust now.

aclocal.m4 now uses builtin(include,tcl.m4) to load the tcl.m4
file.  No more running aclocal.

mkIndex.tcl converts cygwin paths to native paths on windows so that
we can build pkgIndex.tcl in the install location.
