This PR introduces the layout we recently explored in the Getting Started page to the landing page. The stylesheets aren't production-ready yet as there is a growing amount of duplication, but we can tackle that before merging into main.

No media or visual elements were introduced in the PR, but it hopefully gets us closer to the goal.

I was noodling with some graphics for the top three items on the page.

I thought that the first graphic could possibly just be a CSS-styled box with the latest minor version.

The second and third icons are from the Noun Project, but they are familiar enough that they could be sourced from other places, probably as SVG.
