Support `runes` option to `parse` function

In this eslint-plugin-svelte issue, there was a report that runes mode specific warnings are not being shown. To fix this, I think it’s necessary to add a runes flag to the parse function.

I think the proposed solution to this would be

Extend the parse function to accept a runes option.

Pass this option through so that warnings related to runes mode are surfaced correctly.
Allow me to work on this if possible.
