Condtional Neural Processes

We try to implement DeepMind's https://arxiv.org/abs/1807.01613 (Conditonal Neural Processes)

Furthermore, we wish to extend the present framework to incorporate Dirichlet Process as a substitute for the mentioned Gaussian Processes.
