T19410 - Allow user to create custom question type and add it to toolbox for later use

To reproduce the issue, open the Runtime Toolbox Customization demo. Add a panel and a question inside the panel.

Save the panel as a toolbox item.

Add this custom panel from a toolbox. You can see that the inner question persists.

However, if you add a panel as follows, the inner question is lost.
