➕ doesn't display blocktype dropdow menu on doc's 1st block

Problematic behavior
The blocktype dropdow menu on a doc first block

Expected behavior/code
The dropdown menu should display

Steps to Reproduce

1. Create a new doc
2. On the first block click on ➕
3. See that the blocktype dropdown menu doesn't appear
4. Hit Enter
5. Click on ➕ and see that the dropdown menu does show up

Environment

• Docs version: main e148c23
• Instance url: locally
