[ngx-utils]: NgxQueryParamsSyncComponent does not handle empty params correctly #423

Describe the bug
When using the NgxQueryParamSyncComponent, the syncer can't handle empty params well. This results in a NG01002 error.
To Reproduce
Steps to reproduce the behavior:
- Setup the NgxQueryParamSyncComponent flow
- Navigate to the url without params
Expected behavior
Instead of throwing an error, the form should just not be patched.
