P2 Badge Refresh the template drift allowlist

When this fallback action pin changes, Health 74 recomputes the normalized template hash for the agents-guard.yml main/template pair. The allowlist entry at config/template-drift-allowlist.txt still records the previous template hash (a157...), while this edited file now hashes to 98e257...; because .github/workflows/health-74-template-drift.yml runs on templates/consumer-repo/.github/workflows/*.yml changes and exits nonzero for unallowlisted drift, this dependency bump will fail that required drift check until pair.10 is refreshed.
