This pull request moves the lengthy initalisation code for spawning a folder/file picker and moves it into the Windowing Service; this is because it requires HWIND and other window ref stuff to spawn a picker. This saves a hundred or so lines of code across the StoryCAD codebase and improves code clarity as a lot of PInvoke/external code is now no longer cluttering the codebase.
