Closes SB-2074

What I did

Implements Michael's proposal Refactoring the stories skill.

Impact in short

  • Before: the stories skill said "Invoke FIRST … no exceptions" for every UI change. With the plugin installed, agents ran it in every UI project, also without Storybook. The only way out was to disable the skill.
  • After: the skills run when the project's AGENTS.md or the user asks for them. Storybook writes that AGENTS.md section when it installs the skills, between markers that storybook upgrade keeps current. Users remove the markers to make the section their own (for example to leave out the review), or delete it to opt out.
  • stories is renamed to ui-workflow, and a new skill component-docs is for component reuse.

The texts, before and after

1. Skill description: stories becomes ui-workflow

Agents see this in their skill list.

Before (stories):

Invoke FIRST, before creating, editing, or deleting components, stories, styles, CSS, themes, colors, or design tokens — anything that changes how the UI looks, no exceptions. Also before running story tests, answering a question about a component's props, API, or usage, starting Storybook, or showing or listing components, stories, or UI states.

After (ui-workflow):

Storybook's workflow for UI changes in a project with Storybook - look up the components to reuse, write and update stories, run story tests, and publish a review of the result. Also shows existing components or stories in a review. Use when the project's agent instructions (such as AGENTS.md) or the user ask for it.

2. Body of the ui-workflow SKILL.md

Removed (the lookup is now in the workflow itself, see 3):

For docs, props, or usage questions, use npx storybook tools docs list followed by npx storybook tools docs show --id <id> before inspecting source files. Fall back to source inspection only when the documentation commands are unavailable or return no relevant documentation.

Changed: npx storybook skills stories becomes npx storybook skills ui-workflow. The rest is unchanged.

3. The workflow that npx storybook skills ui-workflow prints

Before (npx storybook skills stories):

Storybook workflow

Follow this for every change to how the UI looks (components, stories, styles, themes, tokens) and for requests to show components or stories. Some commands print what to do next; follow that too. Add --help to a command only when a call fails.

After:

Storybook UI workflow

Follow this for every change to how the UI looks (components, stories, styles, themes, tokens) and for requests to show components or stories. When the project's agent instructions (such as AGENTS.md) describe this workflow without some of its steps, for example without the review, skip those steps, but always look up the components first. Some commands print what to do next; follow that too. Add --help to a command only when a call fails.

The added sentence (bold) is what makes an edited AGENTS.md work: without it, removing the review there would do nothing, because the workflow makes the review mandatory.

All sections below it are unchanged: "Look up components first", writing stories, tests, finding stories, review.

4. New: component-docs skill description

Look up the components of a project with Storybook, with their props and usage examples, to answer questions about them or to reuse them instead of building duplicates. Use when the project's agent instructions (such as AGENTS.md) or the user ask for it. For a UI change, use ui-workflow, which includes the same component lookup.

5. New: what npx storybook skills component-docs prints

Storybook component docs

(the "Look up components first" section of ui-workflow, word for word)

For a change to the UI, use the ui-workflow skill when the project's agent instructions (such as AGENTS.md) name it: it includes this lookup, then writes the stories, runs the tests and publishes the review.

One function writes the lookup for both skills, so they cannot drift apart. It stays inside ui-workflow, so an agent cannot skip the lookup by not invoking a second skill.

6. New: the AGENTS.md section

The same marker convention as Next.js (BEGIN:nextjs-agent-rules) and Nx (nx configuration start). Shown as a code block because the markers are HTML comments:

<!-- BEGIN:storybook-skills -->
<!-- Storybook updates this section on upgrade. Remove both markers to keep your own edits. -->

## Storybook skills

For each of these tasks, invoke its Storybook skill first, before you edit any file, and follow it:

- `ui-workflow`: you create, change, or delete a component, story, style, theme, or design token, or otherwise change how the UI looks; you run or fix story tests; or the user asks to see components or stories. It looks up the components to reuse, updates your stories, runs the tests, and publishes a review of the results.
- `component-docs`: you look for an existing component to reuse instead of building a new one, or the user asks about a component's props, API, or usage. It lists the project's components with their props and usage examples.

<!-- END:storybook-skills -->

7. npx storybook skills --help

Before:

stories: The workflow for UI changes, with every command it needs: look up components, write stories, test, and publish a review.

After:

ui-workflow: The workflow for UI changes, with every command it needs: look up components, write stories, test, and publish a review.

component-docs: Look up components, with their props and usage, to answer questions about them or to reuse them instead of building duplicates.

The code changes, and what they do

Writing the AGENTS.md section

  • installSkills writes the section after a successful install: in create storybook with AI features, and in the skills automigration.
  • AGENTS.md is created when missing, appended to otherwise.
  • A file that has the section between the markers gets the current text between them when it changed. A file without markers that mentions ui-workflow or component-docs is left alone, so a customized section survives.
  • Claude Code reads AGENTS.md only when the project has no CLAUDE.md. So the section also goes into the first of CLAUDE.md, .claude/CLAUDE.md, CLAUDE.local.md that exists, unless one of them imports AGENTS.md. No CLAUDE.md is ever created.
  • A refresh during storybook upgrade only replaces the text between the markers, and never adds the section: a section without markers and a removed section stay that way. Exception: when the project still has the stories skill of an 11.0 prerelease, the refresh removes it (npx skills@latest remove stories --yes) and writes the section.
  • New file: code/core/src/cli/agentInstructions.ts.

Breaking

  • npx storybook skills stories now exits with code 1 and names ui-workflow and component-docs. In MIGRATION.md.

Plugins

  • The Claude Code and Codex plugins ship ui-workflow and component-docs instead of stories.
  • The plugins do not write AGENTS.md themselves. A plugin user's project gets the section through create storybook or the skills automigration, or by pasting it in. Without it, the skills no longer run on their own. MIGRATION.md and both READMEs say so.
  • The release sync replaces the skills in storybookjs/skills, so stories disappears there at the next release.

Docs

Evals

  • The plugin experiments write the same AGENTS.md section as a real project, with the same function.
  • The Claude browser stand-in moves from CLAUDE.md to .claude/rules/. Otherwise its CLAUDE.md would hide AGENTS.md.
  • expectSkillInvoked('stories') becomes 'ui-workflow'. 807-docs-request also checks that component-docs is invoked.

Eval results

All 36 plugin evals pass (18 for Haiku 5.5 low, 18 for GPT-6.1-Sol low), run locally in Vercel Sandbox on cfe29c5463. GPT failed 808 and 811 once on unrelated steps and passed both on a rerun.

On next, Haiku fails 803: it edits the component without invoking any skill. It passes here because the AGENTS.md section names the tasks and asks for the skill before the first edit. A vaguer wording ("when you make a change that could affect how the UI looks") failed 803 every time.

After the markers were added (e08e021f449), 802, 803 and 807 pass again on both Haiku 5.5 low and GPT-6.1-Sol low, so the HTML comments in AGENTS.md do not get in the agents' way.

I did not run the MCP experiments: they use neither the skills nor AGENTS.md.

After review

  • Gert: the ## Storybook heading could collide with an existing one, and a later release could not find the section. Now the section sits between markers under ## Storybook skills, and storybook upgrade replaces the text between the markers. Like Nx, we replace the text between the markers. Unlike Nx, we never re-add a removed section, and a block whose body is @AGENTS.md stays (nrwl/nx#37181 is the Nx bug for that). storybook upgrade also updates the section in a project that got the skills from a plugin or by hand, because the section promises that.
  • Gert: component-docs prints the docs commands in a project without component manifests. Left as is: create storybook and the automigration only install the skills for the frameworks that have, or are getting this cycle, a docgen server (supportsSkills).
  • Michael: the component-docs description now reads "to answer questions about them or to reuse them instead of building duplicates", also in the --help blurb.
  • Michael: whether the skill can see the context it was invoked from. It cannot: npx storybook skills runs as a subprocess, so the sentence that asks the agent to follow a shorter AGENTS.md workflow stays.

Not in this PR

  • Michael's design-system case: component-docs reading a remote Storybook in a project without Storybook. That needs changes to the skill.
  • Plugin users on 11.0.0-alpha.6 or older get the renamed skills before a CLI that knows them. The CLI then lists the skills it has, so the agent can recover; updating Storybook fixes it.

Testing

The changes in this PR are covered in the following automated tests:

  • stories
  • unit tests
  • integration tests
  • end-to-end tests

Agent evals: see above.

Manual testing

  1. Build: yarn nx run-many -t compile.
  2. Create a sandbox: yarn task --task sandbox --start-from auto --template react-vite/default-ts.
  3. In the sandbox, run npx storybook skills --help. It lists ui-workflow, component-docs, write-story and setup.
  4. Run npx storybook skills component-docs, then npx storybook skills ui-workflow. Both show the docs list and docs show commands; in ui-workflow they come first, under "Look up components first".
  5. Run npx storybook skills stories. It exits with code 1 and names ui-workflow and component-docs.
  6. Run npx storybook automigrate skills. It creates AGENTS.md with the Storybook section between <!-- BEGIN:storybook-skills --> and <!-- END:storybook-skills -->.
  7. Run npx skills@latest remove --all, delete AGENTS.md, write Be brief. to a new CLAUDE.md, and run step 6 again. Both AGENTS.md and CLAUDE.md now have the section.
  8. Run npx skills@latest remove --all, change a word between the markers in AGENTS.md, and run step 6 again. The text between the markers is back to the original, the rest of the file is untouched.
  9. Run npx skills@latest remove --all, delete both marker lines in AGENTS.md, and run step 6 again. AGENTS.md is left alone.

Documentation

  • Add or update documentation reflecting your changes

…from AGENTS.md

The stories skill claimed every UI change, even in projects without
Storybook. It is now two skills that run when AGENTS.md (or the user)
asks for them, and installing the skills adds that AGENTS.md section.

…at the other

Haiku runs showed agents using only one of the two skills, and no
skill at all for a request to show stories.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
- One copy of the section for Claude Code, and none when a CLAUDE.md
  imports AGENTS.md (resolved per file).
- Any mention of either skill counts as an existing section.
- The section names design tokens, styles and themes.
- component-docs hands over to ui-workflow only when the agent
  instructions name it.
- `storybook skills stories` names its two replacements.
- Evals put the browser prompt in .claude/rules/, so Claude Code reads
AGENTS.md as in a fresh project.
- Docs, READMEs and MIGRATION corrections.

Walkthrough

Storybook now provides separate ui-workflow and component-docs skills. The CLI assembles both skills, and installation can add guidance to project instruction files and remove the legacy Storybook stories skill during refresh. Plugin integrations, evaluations, migration material, and documentation now reflect the split.

Changes

Storybook skill split and agent guidance

Layer / File(s) Summary
Split the skills and update CLI and plugin output
code/core/src/cli/skills/content/*, code/core/src/cli/skills/run.ts, code/lib/claude-plugin/skills/*, code/lib/codex-plugin/plugins/storybook/skills/*, code/lib/claude-plugin/README.md, code/lib/codex-plugin/README.md, docs/ai/*, docs/api/cli-options.mdx
The CLI replaces stories with ui-workflow and component-docs. The new component documentation builder varies its output based on docs availability, and the UI workflow can direct agents to component documentation. Plugin skill instructions and documentation describe the separate roles.
Plan and install project agent instructions
code/core/src/cli/agentInstructions.ts, code/core/src/cli/agentInstructions.test.ts, code/core/src/cli/installSkills.ts, code/core/src/cli/installSkills.test.ts, agent-eval/lib/templates.ts, agent-eval/lib/templates.test.ts, agent-eval/experiments/*
The planner adds Storybook guidance to AGENTS.md or an eligible existing CLAUDE.md. Installation can remove the legacy Storybook stories skill and update project instructions. Agent-evaluation sandboxes now write the instructions; the Claude browser mock writes to a dedicated rule file.
Update skill integrations, migration guidance, and evaluations

An agent that has to invoke component-docs separately can skip it. ui-workflow
now includes the lookup itself, as stories did, and component-docs serves the
same text for questions about a component. AGENTS.md names one skill per case
instead of both in order, so the agent does not read the lookup twice.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Every framework that gets the skills generates a components manifest, so
component-docs always prints the lookup.

…orkflow without them

Also add the Storybook section to CLAUDE.local.md when it is the only file
Claude Code reads, and send UI changes from component-docs to ui-workflow
only when the agent instructions name it.

With "Use these Storybook skills: ui-workflow: when you make a change that
could affect how the UI looks", Haiku edited components without invoking
any skill (803 also fails on next). Naming the tasks concretely and asking
for the skill before any edit made 801 and 803 pass twice each.

The AGENTS.md section now also names deleting a component and any other
change to how the UI looks, and asks for the skill first for tasks that
edit nothing. Also fix the docs on keeping one copy of the section, and
test that a second install adds nothing.

… reuse

Michael's proposal splits off component-docs for component reuse; the
AGENTS.md section and the descriptions had narrowed it to questions
about props.

Follows the Next.js and Nx convention: the section sits between
<!-- BEGIN:storybook-skills --> and <!-- END:storybook-skills -->,
under a "Storybook skills" heading that does not collide with an
existing "Storybook" one. storybook upgrade replaces the text
between the markers when it changes, and never adds the section
back, so removing the markers keeps a user's edits and removing
the section opts out.

Also reorders the component-docs description so "to answer
questions about them" no longer reads as part of "building
duplicates".

…es and @AGENTS.md imports

From the review of the markers:

- storybook upgrade also updates the section in a project that got
the skills from a plugin or by hand, as the section promises.
- A CRLF file keeps its line endings, so an unchanged section is
a no-op there too instead of a rewrite with an extra blank line.
- A block whose body is an @AGENTS.md import is left alone.
- The block regex is anchored to whole lines, stops at a second
BEGIN marker, and uses a replacer function.
- The CLI messages list files with commas and say update when
  an update failed.
