🧪 Use xpack risc-v gcc as default prebuilt toolchain #1091

Use the up-to-date RISC-V GCC toolchain provided by Xpack: https://github.com/xpack-dev-tools/riscv-none-elf-gcc-xpack

⚠️ The default gcc prefix is changed to riscv-none-elf-.
