There have been many requests from potential users who are not donor organisations. For example:
A masters student who wants to use the tool to assess their project.
3rd party monitoring groups, e.g. an organisation who want to review BMZ's portfolio.
At the moment, if they joined, they would duplicate the projects entered by BMZ, causing issue with the overall funding analysis planned for the next phase.
In general, we want to enable users who are not donor organisations to use the tool to evaluate projects. A simple way to do this is to add a boolean field at the organisation level called "contributes_to_funding_flow".
When an admin adds or edits an institution from the admin panel, they should be asked if the institution will contribute to the funding flow analysis or not. This field should not be available to users to change on the front-end - it's only changeable through the admin panel.
