ethpandaops/ethereum-package's recent update broke the main scenario as it now requires 16+ participants forperfect_peerdas_enabled: trueand thesupernodeoption forperfect_peerdas_enabled: false.We don't need so many participants in the main config, so this PR sets
perfect_peerdas_enabledtofalseand enables thesupernodeoption.For some reason,
ethpandaops/ethereum-packageuses the new--supernodeflag for lighthouse, which hasn't been released in any stable versions yet. So we have to use the lighthouse RC version until the flag is released.The PR also enables the CL port publisher, as its lack causes build issues too
