Check the installed containerlab version #9

On the start we should check the installed containerlab version. If there is a newer version, notify the user.
Not sure if we want an update button, clab was maybe installed via a packet manager.

I recall that containerlab version upgrade pulls the package from the gemfury anyways, so the rpm/deb is the same and will not break the package manager.
