Refine TestPropertySourceUtils for Spring Boot usage [SPR-14088]

There is quite a lot of overlap between TestPropertySourceUtils and Spring Boot's EnvironmentTestUtils. Changing TestPropertySourceUtils to accept var-args and allowing addInlinedPropertiesToEnvironment to be called more than once should allow us to migrate Spring Boot users.
