Document "present" terminology in AnnotationUtils [SPR-13030]

The current documentation within AnnotationUtils is inconsistent with regard to annotations that are present or directly present on annotated elements. Furthermore, Spring needs the explicit notion of meta-present to denote that annotations are present within annotation hierarchies above annotated elements.
