SpEL's ReflectiveMethodResolver should use distance computation by default [SPR-12808]

ReflectiveMethodResolver has had a "useDistance" mode for a while but this hasn't been activated by default yet. In the course of the work on #17400, the "useDistance" mode is being heavily tested as well. With a few remaining corner cases ironed out, we should be able to switch it on by default in Spring Framework 4.2.
