Add setJavaScriptModuleLoaderMode (or similar) property to FingerprintResourceResolver [SPR-11865]

When JavaScript module loaders are in use we can't use content-based hashes so the FingerprintResourceResolver should exclude .js resources. Perhaps by default this should be set to false.
