It appears we've had a 308 since 3.1.1 (commit ff9ad7). However it is defined as RESUME_INCOMPLETE with a reference to the following page. I see no other choice but to update the constant to match the more current information in RFC 7238.

More on this at this Chromium ticket opened by the author of RFC 7238. It sounds like (a) use of 308 to this point is rare, (b) Google Drive is backing out of that use, (c) browsers are implementing 308 permanent redirect support.
