Support @Configuration class parsing fallback to ASM [SPR-10646] #15274

Phil Webb opened SPR-10646 and commented
The commit d3a4068 (for #14926) refactored ConfigurationClassParser to minimize the use of ASM parsing. Unfortunately some @Conditional implementations were relying on the fact that ASM was being used and now throw exceptions when reading annotations that refer to missing classes.
If standard annotations cannot be read it would be good to fallback to the previous ASM behavior.
