Introduce @Inject-able SpEL expression resolver for use in @Configuration classes [SPR-8372]

Right now, @Value (in combination with PPC) is flexible enough to support ${...} or #{...} expressions, whereas the Environment#getProperty family of methods is only about property lookups (as it should be). We should consider allowing users to @Inject something like a SpelExpressionResolver object that allows for a symmetrical approach to servicing property lookups or SpEL expressions side-by-side.
