Add ETag version of WebRequest.checkNotModified() [SPR-7695]

WebRequest currently has a checkNotModified(long) method, which is based on If-Modified-Since/Last-Modified. It would be great if we also have a checkNotModified(String) method, which would be based on If-None-Match/ETag.
