ResourceHttpRequestHandlerTests.modified() fails on Windows due to millisecond precision [SPR-7565]

When building on Windows the ResourceHttpRequestHandlerTests.modified() test fails. I believe that this may be due to the fact that .lastModified() on Windows returns a more precise value than on other operating systems.
