Add support for no-transform cache control header [SPR-6834]

The HTTP 1.1 RFC defines an optional "no-transform" value for the Cache-Control response header:

http://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html#sec14.9.5

Mobile web sites are generally recommended to set this header to prevent transcoders from mangling the markup.

Can we have support for this header value added to WebContentGenerator? It already has support for no-store and no-cache, so it would seem a logical place for it to go.

A new CacheControl builder class has been created; it allows more flexible caching strategies for the "Cache-Control" header, including the no-transform directive.

The WebContentGenerator class (and other places in the framwork as well) support CacheControl like this:

CacheControl cc = CacheControl.maxAge(30, TimeUnit.DAYS).noTransform();
generator.setCacheControl(cc);
