ResourceDatabasePopulator is too verbose when reporting ignored failures [SPR-6348]

At the moment, ResourceDatabasePopulator would log full stacktrace for each failure in WARN level, which is way too verbose, especially when in ignore failures mode. I suggest to change this to DEBUG level.
