HTTP Service Client properties are not applied #46915
Description
RestClientPropertiesHttpServiceGroupConfigurer and WebClientPropertiesHttpServiceGroupConfigurer don't correctly apply properties in a real app due to the fact that a settings bean is always auto-configured. We should use the settings as a fallback for service clients, rather than an override.
