Remove dependency management for Spring Retry in favor of spring-core's new retry support

Spring Retry is phasing out and no new major releases are scheduled. The core infrastructure of Spring Retry has moved to Spring Framework with tighter integration with the core container.

Spring AMQP and Spring Kafka are still using some of the Spring Retry API so we need them to move over first.
