Logged application startup time has become overly precise #18278
Description
Recent changes in Framework have caused Boot's startup time to be shown to 9 decimal places:
2019-09-18 21:00:50.280 INFO 7040 --- [ main] com.example.demo.DemoApplication : Started DemoApplication in 0.975858063 seconds (JVM running for 1.223)
At the risk of missing an "it starts so fast we show the startup time to 9 decimal places" BSing marketing opportunity, I don't think we need nanosecond precision.
