LogbackLoggingSystemTests.testBasicConfigLocation() fails when run in isolation #16160
Description
It was added for #585. It fails when run in isolation in 1.5.x and later (I haven't tried earlier branches). The file that it was interested in, basic-logback.xml, no longer exists so it's not clear what it's trying to test and it currently relies of side-effects from other tests. I think it's checking that the default configuration includes a console appender but I'm not yet 100% sure.
