Add support for customizing Flyway's configuration

The Flyway configuration is being rationalized rather than exposing `Flyway` to the environment (see #14776). As a result, users upgrading to a compatible version of Flyway may not have the abilty to configure properties we haven't integrated. 

We need a way to let them manipulate the configuration while retaining full auto-config.
