SleuthSpanContextSupplier should take sampling decision into consideration #2116
Description
SleuthSpanContextSupplier will return the current traceId and spanId to support Prometheus Exemplars. This should only happen when the span is sampled so that the exemplar that you can see in Prometheus can be found in your tracing backend.
