Release 3.10 for sonarqube 7.6

This PR is to release sonar-findbugs 3.10 that supports SonarQube 7.6 only. This version does not support SonarQube 7.5 and older, see #242 (comment) and gabrie-allaigre/sonar-gitlab-plugin#213 (comment) for detail.
For LTS users, #243 will release sonar-findbugs 3.9.2.

This version also introduces the latest SpotBugs 3.1.11.

Looking forward for the new release, as my company is now blocked to use Sonarqube for the moment... We dont want to roll back and hope you relaese the plugin soon...

The timing of official release strongly depends on schedule of SonarSource side :)
I always recommend to download zip from our GitHub release page, it should be faster than official one.

@KengoTODA I don't care much about when it is available in their repository, downloading from GitHub releases would be perfectly fine for me. The question was, when you expect this to be available, so that I can replace the SNAPSHOT build that Travis uploaded to Sonatype with the official final build. 😉

oops, deployment was not triggered due to miss in .travis.yml... I will upload jar file to SonaType Nexus manually.

Update of this Plugin is not available on Sonar Marketplace for update. Was something going wrong with that release?

This was done intentionally as we have to follow the "Deploying to the Marketplace process" by SonarSource - ( https://docs.sonarqube.org/display/DEV/Deploying+to+the+Marketplace ) . I will generate the changelog and post an RFF (Request for Feedback) in the SonarQube Community.
