[202305] Backport: Add Python3 packages to sonic-mgmt-docker #16117

Backport of #15726

Why I did it

Without this change, error seen when running sonic-mgmt in 202305 branch: /usr/bin/python3: No module named pytest
Backporting this change fixes the error.

Hi @andywongarista
We only use master branch's code to build sonic-mgmt-docker. We do NOT maintain other branch's dockers/docker-sonic-mgmt/Dockerfile.j2
Also you can download the latest sonic-mgmt-docker by using "docker pull sonicdev-microsoft.azurecr.io:443/docker-sonic-mgmt"
